Scammer A then converts the $1000 to legitimate money through third-party services or the money exits the tradable steam market somehow (buy $1000 worth of tradable keys, sell those keys, and those keys are used by Users C-Z to open cases for a bunch of skins of varying quality, and User X gets lucky with making a $250 profit). User B is now down $1000 and has a knife. Scammer A sells the knife on the to User B for $1000 (either on steam or third-parties). I believe another reason is due to duplication/market value issues.
